Turnkey Online Casino

Turnkey is the model where you own the business. It costs more up front, carries far less revenue share — and puts the licence, the banking and the compliance squarely on you. That last part is the work.

overview

What is a turnkey online casino?

A turnkey casino is a complete operation delivered under your own name: platform, game integrations, payment connections, back office and front end, configured for you and run on your licence. Unlike a white label, you are not a brand on someone else's permit — you are the operator.

That is the whole point, and it is also the whole cost. The platform quote covers software. It does not cover the gaming licence, the corporate structure the regulator wants underneath it, the merchant accounts that will bank a gambling MCC, or the AML and responsible-gaming programme you now personally answer for. Operators who budget only the platform quote are typically 30–50% short of the real first-year number.

Turnkey is the right model once you have proven demand and intend to keep the business. It is the wrong model for a market test — the entry cost buys ownership, and ownership only pays back over time.

Lower perpetual cost. Turnkey revenue shares typically sit under 5–10% of GGR against 10–25% for white label. On a scaling brand that gap is the business.
You are the licensee. Regulator correspondence, audits and player complaints come to you. That is the price of owning the permit — and the reason the compliance programme has to be real.
Banking in your name. Merchant accounts and PSP contracts sit with your entity, so settlement timing and reserve terms are yours to negotiate.
It is a saleable asset. A licensed operating company with its own players, contracts and banking has an exit value. A skin does not.

your options

How does a turnkey online casino work?

01Turnkey on an offshore licence

The common route: a turnkey build on an Anjouan, Curaçao or Tobique permit. Fastest of the ownership routes, banked through high-risk PSPs, and the licence budget is a known number rather than a multi-year negotiation.

02Turnkey on a tier-1 licence

Malta or the Isle of Man where you need EU credibility, tier-1 banking or B2B distribution. Longer application, real capital and substance requirements, and a compliance function that has to exist on day one — but doors open that offshore does not open.

03Turnkey plus a B2B layer

If you also intend to supply other operators, the supplier licence is a separate permit with its own certification. Structuring it at build time is far cheaper than retro-fitting it after launch.

Operating company in a jurisdiction the regulator accepts, with the required local substance
UBO identification, criminal-record and source-of-funds evidence for every beneficial owner
Business plan, financial projections and a funding trail the regulator can follow

RNG and platform certification where the regime requires it (GLI-19/33, ISO 27001 in tier-1 regimes)
Player-account and transaction records retained to the regulator's schedule
Geo-blocking and self-exclusion enforced in the platform, not in policy documents
Segregated player funds where the licence conditions require them
Merchant accounts and PSPs contracted to your licensed entity

Source-code escrow or exit rights if the platform is licensed rather than owned
Service levels and uptime credits that actually bite

Platform figures are 2026 market ranges from vendor guides, not a quote — scope, live-casino access and payment-method count move them hard. Licence figures are regulator schedules and mirror our jurisdiction pages. Budget the licence, the company and the banking as their own line: they are typically 30–50% of a realistic first-year turnkey number and they are the part platform quotes leave out.

Turnkey online casino FAQ

How much does a turnkey online casino cost?

The platform itself runs €50,000–€150,000+ in 2026 market quotes, with a revenue share usually under 5–10% of GGR. On top sits the part the platform quote excludes: the gaming licence (from €17,828/yr in Anjouan to €47,450/yr in Curaçao), the operating company, high-risk merchant accounts and the compliance programme. Expect those to add 30–50% to the first-year total.

What is the difference between turnkey and white label?

Ownership. A white label puts your brand on the provider's licence, merchant accounts and — usually — player database, for a low entry fee and 10–25% of GGR forever. Turnkey delivers the same operation under your licence and your banking for a higher entry fee and a much lower share. White label is a rental; turnkey is a purchase.

Which licence do I need for a turnkey casino?

Whichever one covers your markets and your payment mix. Anjouan and Tobique are the fast, low-cost offshore routes; Curaçao buys the best offshore banking reception; Malta is the tier-1 EU option when you need credibility and B2B distribution. The Licence Finder shortlists in six questions.

How long does a turnkey launch take?

Three to six months end to end, and the licence — not the software — is the critical path. Platform configuration is typically 4–8 weeks; an offshore licence adds 4–8 weeks on top of company formation, and a tier-1 licence adds months. Running the company, licence and banking workstreams in parallel is what keeps it near three.

Do I own the source code?

Usually not. Most turnkey deals licence the platform to you rather than transfer it, which is fine — provided you have escrow or exit rights, your data is exportable, and the contract survives a change of control at the vendor. Those three clauses are what separate an asset from a long lease.

Can I start white label and move to turnkey?

Yes, and it is a common path: prove the market on a skin, then take your own licence and migrate. Plan it early — player re-onboarding onto your own KYC, re-papering the payment rails into your entity and re-assigning game contracts all take longer than the licence itself.
