Labuan Crypto Licence
Asia's low-tax midshore gateway. Labuan's FSA issues a Digital Financial Services licence — including a Money Broker (Digital) permit that lets you run crypto spot and derivatives — from a Malaysian federal territory with a famously light tax regime. It demands real capital and local substance, but it's a credible, well-structured Asian base short of Hong Kong or Singapore cost. Vantegris runs the Labuan FSA file and the substance.
overview
Why Labuan.
Labuan — a federal territory of Malaysia and its dedicated international business and financial centre — offers a structured, low-tax route into regulated crypto for Asian and global operators. The Labuan Financial Services Authority (Labuan FSA) issues a Digital Financial Services (DFS) licence, and since 2025 licensed Labuan Money Brokers (Digital) may offer virtual-currency spot trading (BTC, ETH, USDT) and crypto derivative contracts. It sits between the offshore permits and the premium Asian regimes: more substance and capital than an offshore VASP, but well short of Hong Kong or Singapore cost.
Capital depends on the model. A crypto exchange licence requires minimum paid-up capital of MYR 500,000 (about USD 100,000), unimpaired by losses and bank-confirmed, while a Money Broker (Digital) licence requires MYR 1.5 million (about USD 330,000) — and in practice the FSA expects RM 1.5–2 million for DFS/virtual-currency offerings to satisfy its Technology Risk Management guidelines. You need at least two directors, key officers with three to five years of blockchain or financial-services experience, a physical Labuan office and at least two full-time professionals on the island. From 1 January 2026 the Digital Asset Money Broker annual fee rose to USD 10,000. Timelines run about four to six months, plus roughly a month for banking. It does not passport into the EU, but for a credible, tax-efficient Asian midshore base, Labuan is a strong, under-used option. We handle the FSA file and the substance.

Reach & restrictions.
A Labuan DFS licence supports Asian and global business but does not passport into the EU — to serve EU users you need an EU CASP licence. You still follow local rules in each market and geo-block the United States, sanctioned and FATF-listed territories.
Operators must use GEO-IP blocking for restricted countries and any FATF-blacklisted nation. Non-compliance can lead to licence suspension or revocation.
FAQ
What is a Labuan crypto licence?
It is a Digital Financial Services (DFS) licence from the Labuan Financial Services Authority — a Malaysian federal-territory regulator. Since 2025, a licensed Labuan Money Broker (Digital) may offer crypto spot trading (BTC, ETH, USDT) and crypto derivative contracts.
How much capital do I need?
A crypto exchange licence requires minimum paid-up capital of MYR 500,000 (~USD 100,000), and a Money Broker (Digital) licence MYR 1.5 million (~USD 330,000). In practice the FSA expects RM 1.5–2 million for DFS/virtual-currency offerings to meet its Technology Risk Management guidelines.
What substance is required?
At least two directors, key officers with three to five years of blockchain or financial-services experience, a physical Labuan office and at least two full-time professionals on the island.
How long does it take?
About four to six months once documentation is complete, plus roughly a month for banking. From 1 January 2026 the Digital Asset Money Broker annual fee is USD 10,000.
Does a Labuan licence work in the EU?
No. It supports Asian and global business but does not passport into the EU. To serve EU users you would need an EU CASP licence — the two can be paired.
