Why Greece.

Greece is one of a very small number of EU states that licenses gambling affiliates as a category in their own right. The Hellenic Gaming Commission — the Ε.Ε.Ε.Π., an independent authority created under Law 4002/2011 — issues an Affiliate Suitability Licence (Άδεια Καταλληλότητας) under its Decision 509/1 of 11 September 2020, published in the Government Gazette as ΦΕΚ Β' 4140/28.09.2020. Holders are entered on a public Register of Affiliates maintained by the regulator.

The commercial point is sharper than the legal one. A Greek-licensed operator is prohibited from running Greek-facing promotional activity through any affiliate who is not on that register. It does not matter how good your traffic is: an unlisted affiliate cannot lawfully be engaged or paid for Greek players, and promotional domains that operate outside the regime are exposed to blacklisting and ISP-level blocking. So the €1,000 government fee is not the price of a badge — it is the price of being payable at all. For an affiliate already working EU operators, that is an unusually cheap door into a fully re-regulated market, and being on a named public register is a genuine credibility asset with tier-1 brands that audit their affiliate stack. The trade-off is that you are locked to licensed operators, you accept Greece's strict advertising and responsible-gambling rules, and you must run a properly registered, tax-compliant business rather than an informal publishing operation.

The affiliate licence covers promotion to players in Greece. It is a national credential — there is no EU passport for affiliate licensing, because most member states do not license affiliates at all. Promoting operators that hold no Greek licence to Greek players is unlawful, not merely unlicensed, and exposes the domain to blacklisting.

FAQ

Does Greece really license gambling affiliates?

Yes. The Hellenic Gaming Commission (ΕΕΕΠ) issues an Affiliate Suitability Licence under its Decision 509/1 of 11 September 2020 (Government Gazette ΦΕΚ Β' 4140/28.09.2020), within the framework of Law 4002/2011 as amended. Holders are entered on a public Register of Affiliates. Very few EU states do this — Greece is an exception, not the norm. The other real one is Romania's ONJN Class 2 — see our Romania affiliate licence page; serious EU affiliate businesses often hold both.

Do I need it if my company is outside Greece?

The trigger is the audience, not your domicile. If you promote online gambling to players in Greece and are paid on the basis of the players or activity you generate, you fall inside the regime — foreign affiliates included. A Greek-licensed operator is barred from engaging an unregistered affiliate for Greek-facing promotion, so in practice the market enforces it before the regulator does.

What does it cost?

The government registration fee is €1,000. Set that against the operator licence beside it — €3 million for Type 1 betting or €2 million for Type 2 games, plus a €10,000 application fee and 35% tax on gross gaming revenue. On top of the €1,000 you should budget for the tax and commercial-registry footing, the domain and WHOIS evidence, and the preparation of the suitability file.

How long is the licence valid, and how long does approval take?

We will not quote you numbers the regulator has not published. Unlike the operator licence, which runs for a stated seven years, Decision 509/1 sets registration and ongoing-notification duties without publishing a fixed validity term — treat it as register-and-maintain. Nor does the HGC publish a processing service standard, so the timeline is driven by how quickly the suitability documents, WHOIS certificates and registry evidence come together. We confirm the current position with the regulator when we scope your file.

What happens if I promote to Greece without it?

You cannot be lawfully engaged or paid by any Greek-licensed operator, which removes the revenue entirely. Beyond that, promotional domains operating outside the regime are exposed to the HGC's blacklist and ISP-level blocking. The general enforcement regime under Law 4002/2011 also allows administrative fines; the affiliate-specific schedule is not something we will quote without confirming it against the decision text.

Which operators can I promote once listed?

Only those holding a lawful Greek online licence. That is the core condition of the regime, and it is checked from both sides: you may not serve unlicensed brands, and licensed brands may not use unlisted affiliates.
